Staying compliant and efficient is more important than ever within the vehicle recycling industry. One key area where Authorised Treatment Facilities (ATFs) must maintain precision is in the accurate reporting and documentation of vehicle destruction. The UK’s Driver and Vehicle Licensing Agency (DVLA) provides two mechanisms for this: the Certificate of Destruction (CoD) and the Notification of Destruction (NoD). Understanding when and how to use each, alongside the benefits of DVLA’s Fleet Scheme, can save time, reduce administrative overhead, and ensure regulatory compliance.
When to Issue a CoD
A Certificate of Destruction should be issued when a scrapped vehicle falls into one of the following categories:
- Passenger and light goods vehicles weighing up to 3,500kg
- Vehicles with 9 seats or fewer
- Three-wheeled vehicles, excluding motor tricycles or scooters
These are the vehicles that fall under the End-of-Life Vehicles (ELV) regulations. Once issued, a CoD ensures that the vehicle’s record is closed on the DVLA system, preventing further licensing or resale. For full operational guidance, ATFs can refer to the DVLA’s user guide here.
When to Provide a NoD
A Notification of Destruction is the appropriate route when the vehicle being scrapped does not fall under the standard ELV criteria. This includes:
-
- Vehicles weighing more than 3,500kg
- Vehicles with 10 seats or more
- Motorcycles
Unlike CoDs, NoDs do not close the vehicle record with DVLA but serve as an official notification that the vehicle has been destroyed. These distinctions are important, particularly for recyclers handling a diverse range of vehicles.
Both CoDs and NoDs can be managed via DVLA’s online portal, which supports efficient, real-time reporting. The system includes features like automatic vehicle lookups, bulk uploads, certificate printing, and statistical downloads. There is also a manual option available for ATFs without digital access.
Boost Efficiency with the DVLA Fleet Scheme
In addition to the CoD/NoD service, ATFs managing a fleet of 50 or more vehicles (owned or leased) should consider enrolling in the DVLA Fleet Scheme. It’s free to join and comes with a host of benefits designed to streamline vehicle management:
- Dedicated fleet helpdesk for support
- Bulk despatch of registration certificates (V5Cs) and tax reminders
- Ability to notify changes for multiple vehicles without completing each V5C individually
- Bulk taxing, allowing transactions across multiple vehicles in one go
- Online vehicle access to view registered assets
- V5C On Demand service to suppress your V5Cs, saving on storage and logistics

A Strategic Advantage for Modern Recyclers
For ATFs and vehicle recyclers, properly handling end-of-life vehicle documentation isn’t just a regulatory box to tick; it’s an operational imperative. Missteps can lead to administrative issues, compliance risks, and reputational damage. Embracing the DVLA’s streamlined services for CoDs and NoDs, and tapping into the Fleet Scheme’s efficiencies, can significantly enhance business performance.
As the industry continues to modernise, these tools are more than conveniences; they’re essential components of a compliant, cost-effective, and future-ready recycling operation.
