EA consultation: Proposals for permitting of waste motor vehicles: standard rules consultation 33
The Environment Agency is consulting on a new standard rules permit for waste motor vehicle storage, depollution and dismantling, which would replace SR2015 No 13 and SR2008 No 20 with SR2025 No 8. ATFs are invited to comment on the draft rules, risk assessment and standards, including distance and fire risk controls, by 10 March 2026.

On 17 December 2025, the Environment Agency (EA) launched a public consultation on a new standard rules permit for waste motor vehicles. They welcome any views that you may have on the proposals.
The new standard rules permit is for the storage, depollution and dismantling of waste motor vehicles, including sorting, separation or cutting and compacting, including baling. If vehicle depollution and dismantling are within a building, then the new standard rules can be used for any location. Outside of a building, there are specified distances from sensitive sites where it can be used.
The rules also require the activities to be operated using standards detailed in a waste motor vehicles standards document. The standards control the key risks for the activity, such as those relating to the risk of fire and spillages. This means that the EA will not require a fire prevention plan to be submitted for approval as part of a permit application.
The EA also propose to replace existing standard rules permits SR2015 No 13 and SR2008 No 20, with the proposed new standard rules permit SR2025 No 8. The new standard rules permit will then apply to the existing permit holders. This will reduce the number of standard rules available for waste motor vehicles and provide greater clarity to applicants about the available standard rule permits by avoiding duplication.
Your consultation responses will be considered and will inform any changes to the proposals, including the standard rules permit, associated generic risk assessment and standards document, which will be published on GOV.UK.
The consultation closes on 10 March 2026.
